Turned out there was another under the sync your settings tab that had to be turned of as well. I cued it up to install a couple of things and it stuck at 0% attempting to download the updates - but as I swapped it from "metered" to "unmetered" I heard a PING, PING, PING. I'm not sure what causes it, or how to diagnose it further than that.
I've just tried deleting Download's content and it started installing but gave me an error in Windows Update the first time and the second time the problem came back.
